He was born on 15.04.1956 in the Midyat district of Mardin.

· He completed his high school education in Midyat High School.
· He continued his higher education, which he started in Diyarbakır Faculty of Medicine in 1975, in the 2nd grade Military Medical School. He graduated from Diyarbakır University Faculty of Medicine in 1981 as a Medical Lieutenant.
He performed his continental service as the Commander of the Health Division and the Infirmary Chief in Doğubeyazıt Brigade.
In 1984, he gained the specialty of Gülhane Military Medical Academy Dermatology and Venereal Diseases.
· In 1987, he successfully completed his specialization and was appointed as a Skin and Venereal Diseases Specialist in Ankara-Dışkapı 600-Bed Area Military Hospital with the rank of captain. In this hospital, he worked as Chief of Dermatology Clinic and Deputy Chief Physician for a long time.
· In 1996, he was promoted one year earlier in his rank and became Lieutenant Colonel due to his outstanding success and services.
In 2001, he was appointed Chief Medical Officer to Diyarbakır Military Hospital with the rank of Medical Senior Colonel.
He retired in 2002 voluntarily.
· He still continues to work in private Özkan Dermatology Clinics, which he has operated for 23 years, in Ankara with his distinguished team.
He is frequently featured in the visual and written media on dermatological diseases-laser epilation.
It is constantly intertwined with Civil Society Organizations and the people of Mardin.
